Offering people options to act for a positive change is also necessary, of course, so as to prevent resignation/despair, but first, there needs to be fear, or those options won't even be seriously considered.
ETA1: Problem? We don't have the Big Recipe for Positive Action yet, and until we have that, scaring people is useless or even counterproductive.
ETA2: Then again, scaring people and hoping that at least *some* among them will not freeze like rabbits in the headlights but will instead be inspired to take action in some way - and maybe even come up with the Great Plan that so far nobody seems to have - may still be a better strategy than just letting everybody remain wrapped up in comfortable complacency...
